摘要:原民中心105年度的發展主軸是「原住民與博物館」和「原夢計畫」,將安排「原住民與博物館」與「破浪.逐夢」兩個系列的活動,活動形式包括演講(4次)、論壇(一場)、發表會(一場)、特展(一次)。除此之外,原民中心也將持續推動自102年開始的數位部落工作。此外,中心於102年與103年發展的「文化與法律」及「環境與勞動」等議題,也將因應議題之發展(如文資法的修法方向與進度、原住民保留地增劃編的執行、台大實驗林與山地農場等多處在共同管理上的落實等),適時安排演講或論壇等活動關注。以下簡介原民中心105年度的「原住民與博物館」、「原夢計畫」和「數位部落」計畫執行想法。
1. 誰的文物?文物返還要不要?─「原住民與博物館」系列活動
原民中心關注的三個核心議題之一是文化與法律。我們於103年已舉辦過一系列以文化資產為題的演講與座談,討論文資法規對原住民族文資認定的影響。台灣的文資法包含了有形與無形的文化資產,我們當時的主題側重影響原住民甚巨的儀式一類的無形文化資產。今年6月15日立法院三讀通過了《博物館法》草案,當中明訂原住民族博物館的設置。中心決定在105年討論博物館裏的原住民相關藏品、與原住民以及典藏機構的關係。將會從法律、知識、倫理的角度探討器物與人體遺骸兩個範疇的博物館典藏。
2. 國際聯繫與南島連結─「原夢計畫」
基於對原住民族人才培育的理念,原民中心本年度將繼續爭取承辦原住民族委員會的「105年Mataisah原夢計畫」。規劃團體與個人兩組,團體組的部分中心將赴斐濟南太平洋大學研習「大洋洲當代社會與文化」兩周。目的是持續連結南島研究,讓「南島語族出台灣說」隨著更多的研究結果能展開多元豐富的連結,或豐碩區域性研究成果;同時也讓原住民大學生能與太平洋各島嶼國家未來研究及領導人才接觸,獲得更多跨國聯繫,並正視與鍛鍊歐美思維方式之外的思考習慣。個人組則開放地點,若申請者欲前往南島區域則持續提供相關背景知識,使申請者有更充沛的準備,能獲得更豐富的成果。前往其他區域者則依需求提供必要的諮詢與協助。全案的目的在協助原住民族人朋友得以完成生涯規劃與拓展國際觀。
3. 誰的史觀?文化復振如何可能?─「數位部落」短片
「數位部落」為本中心的重點工作之一,本中心認為原住民族的各部落可以透過典藏資料庫,透過歷史資料,進一步作為重建部落歷史,甚至是史觀的重要手段,同時也是部落復振傳統的重要資源。以實際面而言,這些資料也可以做為當代創作、創新的基礎,讓部落在傳統與現代之間透過物質找到連結。因此,即使過去三年(102-104年),在緊迫的人力與時間下,還是儘可能維持著推動數位部落的工作。在104年下半年,我們嘗試改變做法,也就是以部落的觀點為參照點,尋求部落觀點下的分類。經由與兩個部落的討論,中心體認到促成訊息流動並便利使用是部落首要關切的重點。基於此認識,並考慮中心的有限經費,數位部落計畫今年將規劃攝製短片,以輕鬆並清楚的方式介紹數位典藏資料庫的內容與資料庫的使用途徑,希望透過這些短片,族人可以直接使用典藏資料庫,不需再透過他者或機關的轉介,能直接取得並運用這些資料。影片推出後,再藉中心的臉書推廣,或設計相關活動以引起族人對數位資料的重視,進而引發使用興趣,日漸達到推廣的目的。

Abstract: In 2016, Center for Indigenous Studies (CIS) focuses especially on two issues: ‘indigenous peoples and museum’ and the ‘Mataisah Program’ and accordingly arranges a series of activities, including 4 lectures, 1 forum, 1 presentation and 1 exhibition. In addition, CIS continues to work on the ‘Digital Tribe’ project, developed since 2013. If there is any new development of issues which CIS has discussed previously such as ‘Culture and Law’ and ‘Environment and Labor’, we may arrange follow-up lectures to arouse public awareness. The following are introductions to our three main objectives of 2016.
1. Indigenous peoples and museum
‘Culture and Law’ is one main concern of CIS. We have arranged several lectures and one forum on indigenous cultural heritages and relevant laws in 2014. Last year (2015), a new Museum Act is made, in which the establishment of a national indigenous museum is clearly stated. To arouse public awareness, CIS will invite relevant scholars and indigenous peoples to discuss the relationship among indigenous peoples, indigenous museum collections (artifacts and human remains) and museums.
2. Mataisah Program
In 2012, the Council of Indigenous Peoples established the ‘Mataisah Program’ which annually provides financial support for Taiwanese indigenous peoples who wish to go abroad to pursue their dreams. CIS has conducted this program last year and will look for opportunity to conduct it again this year, aiming to encourage indigenous peoples to learn things abroad to broaden their horizon, enhance their abilities, and to extend their connections with the Austronesian world and the global indigenous communities. Based on our design, there will be individual program and group program. The individual program encourages applicants to go anywhere abroad to build up their own capacity, while the group program takes applicants to go to Fiji as a team to learn Oceanic/Fijian history, cultures, art expressions, and contemporary issues such as climate change, local governance and globalization.
3. Digital Tribe Project
Since 2000, numerous photos, video clips and documents about indigenous peoples have been digitalized and stored in online archives which are accessible to everyone. CIS believes that digital archive data can be used by indigenous peoples to reconstruct their own histories, revitalize their cultural practices and/or be used as bases for further cultural creations. This year, CIS will make an online video clip to introduce the Digital Tribe Project and provide guide to use these archives, and then promote it on Facebook or other media to arouse awareness of indigenous peoples.
