Abstract
摘要:在教育部99-102年度之「畜禽領域教學資源中心」與「作物及花卉產業夥伴學校」兩項計畫中,本校生物技術研究中心開創了四門課程:「生技產品創新研發與行銷」、「生物產業經營與管理」、「生物技術與智慧財產權」、「生技產業潛力及商機」,已經成為常規課程,建立了學校與產業之密切交流與合作機會和模式;並且持續提供103-105年度計畫之創業團隊學員免費選讀。
在103-105年度執行教育部「生技產業創新創業人才培育計畫」中,生技中心作為「農業生技產業教學實習推動中心」(簡稱實習中心),實施創業團隊培訓課程,以「生技創業學」為培訓啟程裝備,聚集學界專家、業界高階經理人、跨產學之創業家授課,講述公司經營必備要素。培訓班學員持續參與「關鍵技術」與「產業應用」課組,並由產業導師進行分組密集輔導之「實務演練」課程,以完成營運計畫書和創投會發表為目標。培訓計畫之最後成果以公開發表和競賽來表現。
臺大在本項計畫中有明顯的進步。第一年(103)於全國校際競賽中沒有獲得任何獎項,中心在計劃初創和摸索過程了解學員之強弱項目;第二年(104)針對學員之不足項目進行加強訓練和輔導,終能獲得金獎一項。第三年(105)則融合前兩年之經驗,加強推動實驗室朝向創業轉型,乃由計畫主持人向農生技相關之實驗室個別說明,大力邀集實驗室主持人鼓勵學生參與。此期選讀學員共63人,有48人參與團隊創業培訓,共組成7組團隊,其中5組為本校實驗室。指導教授均就培訓評量與建議,協助團隊共同構思問題之排解策略,強化學員的信心與專業實力。針對委員建議之補強項目,中心聘用管理專長之助教,全面輔導強化各團隊之財務、市場調查與行銷策略之規劃能力。
生技中心為本計畫之大幅宣傳有助臺大校園擴散生技創業風氣,團隊學員保持多元興趣和能力。因應因材施教之效益,實習中心建立動態應變之資源和措施,促成創業團隊與產業之彼此融會。上期聘請擔任團隊導師之業界高階人士共8位,每團隊有3-4位導師,每位導師專責指導2-3個團隊。雙邊隨時可以電郵請教與建議,建立緊密互動。
三年來累積之實務經驗,已經建立招生、授課、實習輔導、業師與學員互動、學員追蹤等各項任務之有效策略和執行模組,將充分發揮應用於第四年(106) 之計畫工作,以力求精進成長。因此第四年之重點項目如下:
1. 兼具農生技特長和全方位跨領域的招生策略:進行各實驗室主持人之個別邀談,設法邀請校內教師參與計畫;大型看板架設、文宣寄送,設法擴展校外宣傳對象。
2. 永續支持學員創業心志,追求累積性之成效:就歷屆學員需求,提供持續培訓之機會:(1)繼續選讀下期新課程,以及參與實務演練。(2)擔任課程助教,持續進修,與新進學員分享經驗。(3)優秀團隊保有專屬業師指導權益,。
3. 完善資源之儲備及運用:學員報名後立即填寫並繳交創業構想書(個人或團體版),於其中備註困難點,以利中心邀請師資及輔導資源;享有於專屬網站選讀歷屆講師授權課程之權益。
4. 加強學員了解產業面相:舉辦生技產業廠商實地參訪,補助學員參與農業與生物科技相關展覽,累積生技產業應用概念。協助學員確立創業主題、了解產業可用資源及認識產業以尋求未來產品原型委託OEM/ODM機會。
5. 邁向國際:主持人協同優異團隊成員赴日本筑波大學參與International Symposium on Bio-Entrepreneurship Training,分享本計畫成果。透過接觸到外地的學生,啟發團隊學員的思維,增進彼此的創意。
本中心之合作資源包括:醫學院跨領域生技產業菁英培訓推中心、財團法人時代基金會、日本筑波大學。合作事項包括發佈課程分享,學員招募與活動消息,共同舉辦定期之企業人士分享交流活動,也與臺大創聯會及臺大創新育成中心、臺大生技創業學生會合作分享創業經驗等等。
本計畫之學員人數預定為每年至少6個團隊與個人學員20人,共約50人以上;並將持續追蹤學員之進展,四年預定累積至少20個團隊與個人學員80人,總人數至少200人。目前為止,每年度全程參與之團隊累積至少18隊,並有三家公司正式成立。中心將逐年擴大成果分享活動,使團隊與學員之創業熱誠與經歷發揮感染力,激勵青年學生勇於學以致用與追求事業夢想。
Abstract: Promotion of entrepreneurship in every industrial and social discipline has become national policy in recent years in Taiwan. In order to support innovation and job creation, the Taiwan Government provides ample resources of grants, subsidies and incentives at both national and local levels. Biotechnology is one of the booming sectors in Taiwan. However, there is a great gap between academy and industry, especially for the biotech major students in Taiwan. Altogether there are currently 469 departments and 378 graduate institutes of biotechnology in the universities in Taiwan. Every year more than 5000 students receive master or Ph. D. degree, which outnumbers the academic and industrial job opportunities. The challenge to cultivate and support young entrepreneurs to establish biotech-related business is multiple. Therefore, the Ministry of Education in Taiwan has initiated a 4-year project since 2010, the first one of Training Program on Innovation and Entrepreneurship of Biotechnology, which including both biomedical and agricultural areas. On NTU campus, Innovation & Incubation Center has been set up since early 2000 to extend university R&D outcomes in engineering and biotechnology to commercialization.
A network of education and practical training in entrepreneurship and innovation is established, including Creativity and Entrepreneurship Program (2008), National Taiwan University Entrepreneurship Association (2012), NTU Garage (2013), and Taidah Entrepreneurship Center (2014). As a whole, the education system is dedicated to foster a culture of youth entrepreneurship and to provide supporting knowledge and skills for the young generation.
