摘要:能源政策導向計畫「全球氣候變遷-必須面對的真相」特展,預定於民國99年7月15日至9月30日之間,在中正紀念堂展區進行,由臺灣大學策展,與國立科學工藝博物館共同舉辦。本校由理學院大氣科學系主辦,並整合地理環境資源學系、地質科學系、海洋科學研究所、全球變遷中心,同時邀請國內、外相關單位及領域專家共同來舉辦此次特展。臺大多年來積極主辦及參與多項國科會相關活動、經驗豐富。本著臺灣大學追求學術卓越及關懷社會的目標積極來進行本次特展的規劃。
本特展活動,涵蓋地球科學各基礎研究包含農林生態、公共衛生、旱澇防災、能源開發、環境工程與社會經濟衝擊等各領域。本計畫以地球演化過程的地面氣溫起伏時間軸為經,古氣候劇變、歷史朝代興亡、工業革命的影響以及現今世界與臺灣的地球覺醒為緯,藉由臺灣科學界跨領域合作調查的成果,以文字、圖像、多媒體、影片、活動關卡、實際儀器、虛擬模型、互動展品、身體感受、科普講座、特展專刊、地科與環保書展等整合呈現,傳達「必須面對的真相」的強烈訊息,讓參展民眾及各級學生瞭解「能源枯竭」的危機。在總計畫之下分別兩個子計畫來進行特展活動及文宣。子計畫一「全球氣候變遷-必須面對的真相」:科學展乃策劃展場的架構,以「地球氣候時光線」、「全球變遷面對面」,以及「綠色行動愛地球」等三大展區呼應三大主題:認識地球、探索地球、愛護地球。其中的「全球變遷面對面」將以臺灣科學家在八項領域(氣候變遷、劇烈天氣、災害防治、能源、公共衛生、農業糧食、生物多樣性、水資源)的研究成果為展場設計之主角。子計畫二「全球氣候變遷-必須面對的真相」:策展則負責推廣活動、媒體文宣,結合電視電台及網路等傳播媒體,配合特展宣傳。同步進行網路徵選、徵文徵圖設計比賽,除了可以增加媒體見報率,也能達成多元化活動策略。利用不同機關團體的策略聯盟方式,達成AEIOU (Aware, Entertainment, Interest, Opinion forming, Understanding) ,讓參展者體會到日常生活與全世界的連動性,對於周遭的環境變遷能有更多的體認與關切進而培養一般國民應具備的核心素養 – 正確知識、正向情緒、行動意向。
本計畫將出版特展專刊以進一步提升特展的科教效果,將特展內容以書籍媒介擴展到臺灣各鄉鎮圖書館與中小學,達到普及科學教育的目標,以期縮短城鄉差距。並且為豐富特展內容、增加展出活動的多樣性,我們預定在特展期間的多數週末時段,於中正紀念堂演講廳以及國立科學工藝博物館的閱讀時間安排全球氣候變遷及其相關領域的講座演講,使參觀者對於地球環境的概念能落實於日常生活,瞭解科學與生活、世界與個體的關連乃是密不可分的。為增進參觀者對展品科學意義的瞭解,我們規劃招聘臺灣各大學在校生以及中小學教師為解說志工,在特展現場輪班擔任專業解說導覽,(動手操作)輔導員及展場相關運作工作。
展出場地可用時間為85天,重要時間點如下:7月8日至7月13日佈展,7月14日(週三)下午現場記者會與展出前展場巡禮,7月15日(週四)正式開幕及頒獎典禮;9月30日(週四)閉幕;扣除佈展7天、開幕記者會1天,預計全程77天的展期約會有7~10萬人次參觀特展。期間適逢臺灣的颱風季以及8月8日莫拉克颱風88水災一週年,特別規劃專區展出「影像紀錄中災區的今昔」,以及針對莫拉克及相關指標性颱風研究主題進行特別的展示。閉幕後統計參觀人數、現場問卷、以及網路意見回饋,作為本次特展活動評量的考核基礎。
本計畫預期目標是達到普及科學教育的目標-「普及全民、向下紮根」,讓觀展民眾與學生對「全球氣候變遷」議題中,培養高階思考能力及行動力的培養,從一知半解到深刻感受「必須面對的真相」並提供正確的知識與價值觀念的澄清,進而鼓勵大眾有具體的回應行動。
Abstract: “Global Climate Change- the truth that must be confronted”, the special exposition of “Governmental Strategic Plan of Energy” presented by NSC, is arranged by the College of Science of NTU, and is scheduled to be held from 15th -July. to 30th -Sep. at Chiang Kai-shek Memorial Hall. It is organized by the Department of Atmospheric Sciences, while integrating resources from the Departments of Geography, Geosciences, Institute of Oceanography, and Global Change Research Center. Scientists and experts in related disciplinary are also invited to contribute to this special event.
The theme of this “Geovermental Introduction Plan” is “Global Climate Change”, which includes every fundamental research of Earth Sciences, such as agro-forestry ecosystem, public health, drought and flood disaster reduction, energy exploitation, environment engineering, Social and economic impacts, and etc. Efforts of the inter-disciplinary collaboration among the science communities in Taiwan will be demonstrated in forms of articles, photographs, multimedia, movies, activities, instruments, virtual models, interactive exhibits, lecture series, journals of the special exhibition, a book exhibition of Earth Science and environmental protection, etc. All of the above activities are designed to send the clear message- “The truth that must be confronted.”
The exhibit area will be divided into 3 sectors, with the topics on “Earth Climate Timeline”, “Facing the Climate Change”, and “Protecting the Earth”. Particularly noteworthy is the “Facing the Climate Change”, which presents the results achieved by Taiwanese Scientists in eight different fields, including Climate Change, Severe Weather Systems, Disaster Reduction, Energy, Public Health, Agriculture and Food, Biodiversity, and Water Resources. Riding on the trend of the 1st anniversary of Morakot flood in Taiwan, a special exhibition for Typhoon Morakot, along with some break-through typhoon-related studies, is arranged. To enrich the exhibition, lectures on specific issue will be held on weekends at the Lecture Hall. Furthermore, with the aim to promote popular science education, journal publication is scheduled for this exhibit. It is designed that the exhibition would carry out the idea of AEIOU (Aware, Entertainment, Interest, Opinion forming, Understanding), stimulate participants’ connection to the global environment and awareness about urgent issues related to global climate change.
