Abstract
摘要:大專院校扮演人才培育的重要角色,為驅動國家社會進歩重要的動力。政府高度關注並投入教育資源,以期台灣大學院校之發展。高教深耕計畫為促進高等教育多元發展,提升大學品質並協助各校依其優勢發展特色。然如何確保計畫補助與執行可達到成效,以符合學生學習、國家發展與社會變遷的需求與期望,需仰賴發展完善的評估指標體系,以及進一步的應用計量方法建立新指標和研發模式之循證式(evidence-based)的策略,來評估高教深耕計畫對於高等與技職教育的中長期影響。
基於數據管理和數據挖掘應用的發展,本計畫將連結高等教育校務研究跨域整合資料庫與其他重要次級資料,透過專業資料分析團隊定期且長期檢視,將針對計畫補助的整體成效與個別學校的執行狀況,提出有意義的成效與校務推動分析報告。鑒於此,本計畫的目的,旨在協助教育部統整與分析高教深耕計畫執行成效,並且建立研發模式來評估推動高教深耕計畫對於高等與技職教育的中長期整體影響,作為教育部政策推動與評估稽核的重要參考。
本計畫就前述目的分四年九個月進行。首先,針對技職院校/一般院校資料分析,以了解各校實際狀況與目前採行的績效指標。並深入進行中長期資料的蒐集與分析,以研發並提供客觀的量化分析指標,協助各校進行以學生為主體的多元特色發展。其次,協助舉辦一系列的技職院校/一般院校指標精進工作坊以及技職院校/一般院校分區學校執行經驗交流工作坊,藉以提升學校績效指標品質與效度。此外,也將提供重要議題的初步規劃以提供考評委員共識會議以及特定技職院校/一般院校考評委員與教育部重要資訊交流之參考。
Abstract: University plays a critical role in cultivating talents, and is the driving force for the advance of a society. The government accelerates the development of universities in Taiwan with closer attentions and investments in educational resources. The Sprouting Project is to promote diversity in higher education and to improve its quality by assisting individual universities to develop their strengths. In order to assure that universities can use those resources properly to meet students’ learning needs and to respond to the rapid social change, the establishment of a good evaluation index system with the application of a measurement method grounded on evidence-based strategies is essential. This measurement can be used to assess the mid- and long-term impact of the Sprouting Project on the Higher Education and the Technical & Vocational Education systems.
Based on data management and data mining applications, this project will integrate the cross-domain higher educational research database with other important secondary data to develop the evaluation index system. The professional data analysis team will then employ those data for project evaluation and examine whether resources provided to individual universities are effective in improving their qualities. For that reason, the purpose of this project is to assist the Ministry of Education in the analysis and overall management on the effectiveness of the Sprouting Project. Moreover, with the establishment of the research and development model, the evaluation index system will be used as an important criterion for developing adequate policies in higher as well as technical and vocational education policies.
The project will take four years and nine months to accomplish the abovementioned purposes. First, the data of technical & vocational colleges or universities are analyzed to grasp the current implementation and the performance indicators of individual universities. In order to develop objective quantitative indicators to assist universities in carrying out the student-based diversified educational approach, the collection and in-depth analyses of mid- and long-term data are conducted, Then a series of vocational colleges or universities index workshops as well as regional university implementation workshops will take place to amplify the quality and validity of university performance indicators. Finally, this project will provide a preliminary plan of critical issues as a reference for the consensus meeting held to the evaluation committee members as well as the Ministry of Education.
