Abstract
摘要:「整合社會生態系統架構與地方韌性模型於高脆弱地區農地永續利用之評估」是一為期三年,兼 顧環境資源管理理論與實務應用的研究計畫。其研究目的在了解高脆弱地區農地制度系統對農地永續利用之影響。本計畫以高脆弱地區農地永續利用的主題切入,透過質化與量化的混合研究方法,以雲林縣嚴重地層下陷地區之農地相關行動者為研究對象分析此影響,進而提出邁向永續的機制與策略建議。
第一年本計畫將探討高脆弱地區農地制度系統對生態系統服務之影響,並建立農地制度系統與生態系統服務指標內容,以作為後續年度的分析基礎,研究工作將包括:1) 辨識、盤點與理解農地制度系統有關之治理系統、行動者、資源系統與資源單位的有效變數及其間的關係; 2) 建構生態系統服務四種服務的指標內容; 3) 分析制度系統之子系統互動結果對生態系統服務的影響。第二年主要在 連結農地多元利用變數,並探討生態系統服務、地方福祉與社會價值對農地多元利用的影響,同時為第三年的研究假設實證調查建立基礎指標,研究工作將包括:1) 建立農地生態系統服務的多元利用決策評估模式; 2) 探討農民認知的生態系統服務、地方福祉對農地多元利用的影響; 3) 調查分析農地多元利用的文化服務社會價值空間分布。第三年以前兩年的研究成果為基礎,實證高脆弱地區農地制度系統對農地永續利用之影響,研究工作將包括:1) 建構地方適應與農地復原的構面與指標,探討地方適應對農地復原的改善效果; 2) 探討農地制度系統對其永續利用的影響模式; 3) 評估與檢驗農地生態系統服務、多元利用方式與地方適應等中介機制對農地制度系統與其永續利用之間關係的影響。
本計畫的完成,預期將有以下學術貢獻: 1) 整合社會生態系統架構與地方韌性模型以建立高脆弱地區農地制度系統與其永續利用評估模式; 2) 提出後續高脆弱地區農地資源管理之學術論證,擴大作為未來我國農地永續利用評估與管理的學理依據; 3) 提供雲林縣嚴重地層下陷地區農地永續利用規劃策略與政策參考;4) 將研究成果發表於國際知名期刊; 5) 培育未來研究與實務工作人才。
Abstract: The project entitled “Integrating Social-ecological System Framework with Place-based Resilience Model for Evaluating Sustainable Use of Farmlands in the Highly Vulnerable Areas” is a three-year research embracing both theoretical and practical efforts concerning environmental resources management. This project aims to realize the effect of institutional system on sustainable use of farmlands in the highly vulnerable areas. Targeting the farmland-related actors in severe land subsidence areas of Yunlin County through the qualitative and quantitative mixed-method, this research will analyze the effects and further to explore the mechanism and future policy directions for achieving sustainability.
During the first year, the project will examine the effect of institutional system of farmland on ecosystem services in the highly vulnerable areas as well as establish contents of variables and indicators regarding institutional system of farmland and ecosystem services. The results will shift to the basic analytical data for follow-up evaluation of next two years. Tasks will include: 1) to identify, inventory and realize the valid variables and relationships among governance, actors, resource system, and resources units of institutional system of farmlands; 2) to construct indicator contents of four dimensions of ecosystem services; 3) to analyze the influence of interaction outcome among subsystems of the institutional system on ecosystem services. The project during the second year will highlight the connection to the variable of multiuse of farmlands and will examine the effects of ecosystem services, local welfare and social values on multiuse of farmlands as well. Consequently, it will also establish the basic indicators for examining the research hypotheses through empirical investigation for the third year. Tasks will include: 1) to establish a multiuse decision-making model concerning ecosystem services of farmlands; 2) to examine farmers’ perceptions about the influences of ecosystem services and local welfare on multiuse of farmlands; 3) to investigate and analyze the spatial distribution of social values of cultural services multiuse of farmlands. The project during the last year will clarify the effect of institutional system of farmlands on sustainable use of farmlands in the highly vulnerable areas. Tasks will include: 1) to construct the dimensions and indicators of local adaptation and farmland recovery in order to examine the improvement outcome of local adaptation on farmland recovery; 2) to examine the influencing model of institutional system on sustainable use of farmlands; 3) to evaluate and examine the effect of intervening mechanism of ecosystem services, multiuse and local adaptation on the relationship between institutional system and sustainable use of farmlands.
The accomplishment of this project is expected to reach the following contributions: 1) integrating the theoretical concepts of social-ecological system framework and place-based resilience model to establish the evaluation model of institutional system and sustainable use of farmlands; 2) proposing the follow-up academic evidence of farmland resources management in the highly vulnerable areas and extending the farmland evaluation and management of the sustainable use to national-wide for theoretical reference in the future; 3) providing planning strategy of farmland sustainable use in severe land subsidence areas of Yunlin County; 4) publishing the research outcomes for international conferences and journals; 5) and fostering talents for future researches and practices.
