摘要:95年行政院產業策略規劃(SRB)會議訂定「軟性電子」為國家未來產業發展的重點發展方向,由各部會配合擬定推動措施。有鑑於國內「軟性電子科技」研發正值起步階段,專業人才的缺乏、研發規模不足與智財權缺乏,實已成為我國迅速提升此一產業全球競爭力之瓶頸。為使我國此一重要產業能夠快速向下紮根,積極投入軟性電子的關鍵技術開發以及培養高階研發人才,以奠定軟性電子產業發展之根基。本計劃擬於今年舉辦我國首度的「軟性電子跨領域種子教師培訓班」,將透過教育部並爭取經濟部共同補助,以六天上課(每天八小時),一天工廠參訪的方式培育40名大學、技職院校對軟性電子跨領域科技有興趣,並願意投入教學及研究的教師。課程中邀請產(日本LANTECH、台虹、東捷、國森等軟電設備廠商)、官(教育部、國科會等)、學(台大、清大、成大等)、研(工研院)等各界軟電領域專家學者,從市場面、技術面與應用面等不同角度切入,針對軟電材料、設備、製程、系統與元件等重要發展課題進行授課與探討。
本計畫的目標包括
(a) 積極推動跨機構間之資源整合契機:本計劃將利用此第一屆軟電種子師資培育課程之開辦,逐步建構教育資源整合平台,未來將可利用此平台積極整合學校(各區域人才培育中心及夥伴學校)、產業界(包含軟性電子上中下游及應用服務內容產業)、研究單位(工研院、中研院)、法人(光電工業協進會、自強社)、以及政府單位(經濟部、勞工委員會、國科會、教育部),擬定具體有效措施,加速人才培育、建立具國際競爭的研發能力。
(b) 培訓軟性電子跨領域之種子師資,以初步形成我國軟性電子教育與研發之基本推動能量(task force)。
藉由此次軟性電子跨領域種子教師之培訓,在初步形成我國軟性電子教育與研發之基本推動能量(task force)後,未來可依此計畫之成效,進一步評估實施後續及進階種子師資培訓課程之需求,並結合國內現有分散於學、研之資源,有效擴散能量且並連結至業界,以迅速提昇我國軟性電子科技人才之整體環境。
Abstract: In the meeting of the Excutive-Yuan Strategic Review Board (SRB) in 2006, it was concluded that “Flexible Electronics” will be the driving force of Taiwan industry growth in the next decade. The collaboration between related administrative offices and proposals for promoting Flexible Electronics were requested.
Flexible Electronics is in its early stage of technology development in Taiwan. The lack of professionals, research roadmaps, and insufficient protection of intellectual properties has hindered the development of flexible electronics. The solid infrastructure for promoting the flexible electronics industry significantly replies on the development of key technologies and the education of well-qualified R&D engineers.
With the mission of providing sufficient well-qualified manpower for the flexible electronics industry, this project proposed the first “Flexible Electronics Seed Instructor Training Program” under the supervision of MOEA and MOE. The proposed program includes six-day intensive lectures and one-day on-site visit to the industry. 40 faculty members from the distributed collages in Taiwan will take this training program to dedicatee into research and teaching in flexible electronics in the future. The lecturers in the program are invited from the related industry (LANTECH(Japan), TAIFLEX, Contrel Tech, and Bondtech), administrative offices (MOE, NSC), academia (NTU, NCKU, and NTHU), and research institutes (ITRI). The lecture topics include materials for flexible electronics, fabrication facilities and techniques, fundamental principles, designs, intellectual properties, and applications.
The goals of this program include (a) constructively promoting the integration of multidiscipline resources and (b) generating the fundamental task force of education and R&D for flexible electronics in Taiwan. Through conducting the first Flexible Electronics Seed Instructor Training Program, the integration platform of educational resources, industries, research institute, and administrative offices will be effectively constructed.
