摘要:依據102年11月12日第204次國家科學委員會議通過「第二期能源國家型科技計畫」總體規劃之決議及「國家型科技計畫作業手冊」之規範,提出「第二期能源國家型科技計畫-能源計畫辦公室之設置與運作計畫(104年)」申請設置計畫辦公室,以延續「第二期能源國家型科技計畫」之執行與管理機制。
「第二期能源國家型科技計畫」整體研究架構係採取跨部會合作模式,進一步整合各部會之資源,並以「安全」、「效率」、「潔淨」之總體目標與科技及產業發展綱領作為執行時之參考準則,據以執行各項國家能源策略、方案與計畫。
本辦公室運作計畫主責「第二期能源國家型科技計畫」之推動、管考及跨部會署協調等重大任務,協助行政院督導各主軸計畫之申請、審查、執行、管考及退場等階段符合相關制度規範,並與上位政策緊密結合,俾利「第二期能源國家型科技計畫」之推動與執行,符合預期之政策目標。因此,本計畫辦公室之設立係推動「第二期能源國家型科技計畫」之首要工作。
此外,依據指導委員會的決議以及當時科技部張部長(現任行政院張副院長)的裁示,本計畫的執行模式與執行經驗,將做為科技部進一步規畫後續國家型計畫的參考,同時也將運用本計畫的推動與管考經驗,做為科技部推動產學諮議會與相關政策的原型平台(Pilot Platform),因此本計畫辦公室還肩負將第二期能源國家型科技計畫推動產學合作所得經驗彙整,以提供科技部後續規劃與推動產學合作的任務,相關的工作項目也是本計畫辦公室任務的一部分。
總體而言,本計畫辦公室的定位與任務如下:
1. 規劃能源國家型科技計畫之推動與運作制度(審查、管制與考核)。
2. 能源國家型科技計畫之跨主軸與跨部會協調。
3. 能源國家型科技計畫各部會署年度概算(綱要)計畫初審。
4. 各能源主軸計畫執行之管制與考核。
5. 能源總體計畫資料之管理或分析。
6. 辦理能源相關計畫之成果發表活動、訓練課程與新聞稿發送。
7. 推動能源科技項目之國際合作及出國互訪。
8. 能源計畫執行績效之自我評量。
9. 研訂退場計畫及計畫退場業務交接。
10. 彙整能源國家型科技計畫的推動與管考經驗,以因應科技部後續規劃國家型計劃的分析與相關政策的考量需求。
11. 整理能源國家型科技計畫在推動產學合作與橋接的經驗,做為科技部推動與落實產學諮議會與相關政策的原型平台(Pilot Platform)。
Abstract: Based on the resolution of Phase II of the National Energy Program (NEP-II) at the 204th Meeting of the National Science Council (NSC) held on November 12, 2013 and from the standards of the "Operations Manual of the National Science Technology Program", the National Energy Program - Phase II (NEP-II): Program Office Operations & Management (2015) Project was established to pursue the tasks related to the Operations and Management responsibilities of NEP-II.
The overall research organization objectives of NEP-II was set up to promote, manage, and coordinate all science and technology efforts among the various Ministries and government Bureaus under the Executive Yuan. The overall aim of NEP-II, which include "Security, Efficiency, and Cleanliness," as well as setting the guidelines for science & technology and industrial development serve to set the direction for executing NEP-II strategy for all national energy policies, plans, and programs.
The overall research organization plan of NEP-II was designed to promote, manage, and coordinate all science and technology efforts under the Executive Yuan. Regardless of whether it is a project set-up, a review, an evaluation, performance review, etc., all science and technology programs of NEP-II will be coordinated under the policies and regulations issued by upper-level government agencies. To accomplish these goals, the Program Office was established to ensure the successful execution of NEP-II.
Moreover, based on the decision of the advisory committee of NEP-II and the directives issued by former Minister Chang (Vice Premier of Executive Yuan currently) of Ministry of Science & Technology (MOST), the model and the experience obtained during the execution of NEP-II shall become a major reference point for the planning of all future National Science & Technology Projects to be initiated by MOST. The management and promotional experience of NEP-II will be used as the pilot platform for the University-Industry Advisory Committee of MOST to examine the policy and execution steps related to enhancing the collaboration between the universities and the enterprises. In summary, the NEP-II program office also has tasks related to assimilate all experiences gained in managing NEP-II projects in order to provide a summary and a starting point for MOST to plan and to promote collaborations between academia and the enterprises.
In summary, the missions and positions of this Program Office are as follows:
1. Plan and promote the operation of NEP-II, which include review, management, and evaluation.
2. Coordinate, integrate, and promote the execution of NEP-II.
3. Conduct preliminary reviews of the annual budgets of various departments and bureaus within NEP-II
4. Supervise and evaluate the execution of each plan.
5. Manage and analyze all NEP-II program related data.
6. Conduct NEP-II research results exhibition, training courses, news release, etc.
7. Promote international cooperation and collaborative technology partnership on energy technology abroad.
8. Perform self-evaluation of NEP-II milestone and achievements.
9. Plan the exit program and management issues transfer for projects.
10. Assemble the experiences learned from the promotion and management of NEP-II in order to provide feedbacks and reference guideline for the planning and analysis of future National Science and Technology Programs to be pursued by MOST.
11. Assimilate the learning of enhancing the collaboration between academia and enterprises in NEP-II in order to create a pilot platform for the policy planning, and execution of the MOST University-Industry Advisory Committee.
