由於此計畫的4C產業潛能，借鏡我國發展3C產業的經驗，創新科技取得全面應用的契機除了基礎創新外，還需能利用低成本達成，因此本計劃的整合目的，除進行基礎創新外，也將建立相關的製程設備與檢測平臺，藉由此平台的驗證所得來調整過濾材料的組成與添加劑的比例，希冀在本計畫中除了達成ㄧ般過濾材料的功能之外，還能有其他專一性的吸附與過能力，同時本計畫還將設計與試製與目前產業所用濾心(Commercially available filters)相同尺寸的裝置，可以初步進行技術移轉與商業量產時的原型測試之用。
整體而論本計畫三個分項計畫：計畫ㄧ :多孔隙非氟性駐極體的應用與開發(Application and Development of Porous Non-fluorine based Electret)，計畫二: 氣體濾材的最佳化與表面改質添加物研究(Research of Gas filtration Membrane and Surface Modification Additives)，計畫三:液體濾材的最佳化與表面改質添加物開發(Development of liquid filtration Membrane and Surface Modification Additives)，配合上總計畫的整合與產官學研完整介面，將嘗試以「從3C邁向4C產業的應用平台」來拉動基礎濾材與駐極體的製程設備開發和基礎創新研發。
Abstract: Clean water and fresh air are fundamental need of human life. Due to the energy supply shortage, methodologies that can provide us with clean water and fresh air with minimum energy consumption are certainly desirable.
Diseases, which spread by air born micro-particles such as bacteria or virus, are becoming major concern of today’s global society. Last 50 years of filtration technology has clearly indicated that electret will be needed to create effective air filters for particle size in the 0.1 m to 1 m ranges. This proposal will try to circumvent the fluorine based electret bottleneck by developing non-fluorine based high performance electret so as to reduce the cost relate to processing and environmental impact. As high performance electret can be utilized as the resonant film, which can raise the efficiency and increase the lift time of electrostatic speaker, the newly proposed electret will be tested within today’s 3C (Computer, Communications, and Consumers) industries. In other words, successful implementation of this proposal can potentially extend our 3C industry to 4C (Computers, Communications, Consumers, and Cares) industries.
Porosity remains the major mechanism adopted to filter particles in water. Removing other unwanted components within the water always means high energy consumptions. It is the intention of this proposal to add proper functional group and specific additives on the filter surface in order to remove specific unwanted components/targets from water without resorting to high energy usage. Proper biochemical and physiological methods will also be adapted to confirm and to optimize the effectiveness of the newly proposed filters.
As the research items proposed can potentially provide us with a path to move into the 4C industries, low cost R&D/production as well as innovation induced value add serve as the goal of this proposal. In addition to basic innovation proposed in this research, prototype machine/instrument for pilot R&D/production will thus be part of this proposal as well. Taking the prototype machine/instrument as the platform, the ratio between the additive and the material will be adjusted to pursue specific target adsorption and filtration. In summary, combining the three sub-proposals that include Subproject I : Application and Development of Porous Non-fluorine based Electret, Subproject II: Research of Gas filtration Membrane and Surface Modification Additives, and Subproject II: Development of liquid filtration Membrane and Surface Modification Additives, and the complete university-industry collaborative team structures of the integrating proposal, “Move from 3C to 4C” vision will serve as the pulling force for innovative filters and electret research & development.
