Abstract
摘要:國際天文聯合會(The International Astronomical Union, IAU)與聯合國教科文組織(UNESCO)已共同提出,將2009年定為「全球天文年」的決議,這項決議是由伽利略的故鄉義大利所提出,並在2007年12月20日的第62屆聯合國大會上經正式確定,這一決定主要是為了紀念1609年伽利略首次用望遠鏡進行天文觀測400週年。
「2009全球天文年」的主題則訂為「我的宇宙,我來探索!」,這將會是一個重要的全球性活動,它的目的在於傳達科學發現的欣喜,同時使一般大眾都能分享知識提升的喜悅。全球一百多個國家將用2009年整整一年的時間,來慶祝天文學和它對社會、文化、教育所帶來的貢獻,特別值得一提的是,此次活動將特別強調科學教育、公眾參與,和年輕學子的投入。
1609年,伽利略首次將望遠鏡指向太空,這不僅是人類近四百年來對宇宙展開科學探索的濫觴,這個開創性的偉大發現所引發的科技變革,更徹底的改變了人類對宇宙的理解與認識。天文學是最古老的基礎科學之一,但它也是最尖端的科學,更對其他的許多學科和領域有著巨大的推動作用;天文學的進展不但是人類智能的展現,也持續的對我們的文化產生許多衝擊。
在過去的幾十年來,天文學此一領域有長足的進展,在一百年前,我們只對我們所處的銀河系有粗淺的認識,但是現在我們已經知道宇宙起源於137億年前,並且是由數千億個星系所組成的;一百年前,我們根本沒有方法去研究宇宙裡是不是還有其他的太陽系存在,但是現在我們已經在我們的銀河系附近,發現了326個系外行星,甚至,我們也已經接近了生命起源的謎底;一百年前,我們只能夠用光學望遠鏡和照相底片來研究天體,但是現在我們能夠運用最尖端的科技,從地面到太空,從無線電波到伽瑪射線,一天24小時不間斷地以全波段對我們的宇宙進行更全面性的探索。在太空科技最新進展的推波助瀾下,媒體和大眾對天文學充滿了興趣,更將我們的視野帶往另一個境界。
「2009全球天文年」是為了科學所能帶來的世界和平和人類進步的崇高目的,所進行的一次全球性合作。我們致力於研究探索宇宙的起源,因為這關係到我們地球上每一個人的共同命運,這充分展現了人類堅持不懈、追求真理的偉大精神,這一精神完全跨越了種族、性別、年齡、地域和文化的界限,這一點正吻合了聯合國憲章的精神。從這個層面來看,天文學是一個極佳的例子,向人類展現科學是如何對國際合作產生影響。
「2009全球天文年」將提高人們對天文學及其他基礎科學重要性的認識,並吸引更多年輕人投身科學與科技領域。國際天文聯合會的主席宣稱,「2009全球天文年」將讓世界上的所有國家,都能有機會參與這場令人振奮的科技變革。聯合國已指派聯合國科教文組織作為「2009全球天文年」的領導組織,國際天文聯合會作為天文年的執行組織。同時,聯合國鼓勵所有會員國及聯合國組織積極協助和參與全球天文年。天文學的精神是世界各民族無價的資源,截至目前,已有129個國家和29個組織註冊參加「2009全球天文年」的活動。
「2009全球天文年」的展望,是希望人類能在夜空中「重新發現」我們的在宇宙中所處的地位,更進一步地能夠對發現的欣喜和探索知識的喜悅有親身的體驗。我們應該要了解,天文學和其他的基礎科學一樣,對我們的日常生活有重大的影響,並且理解科學知識如何為我們的社會帶來進步與和平。「2009全球天文年」的活動將以三種規模展開:地區、區域以及國家,為此各國已經陸續地組成了國家級的委員會,將天文學界的專家學者、業餘愛好者、科學研究和科學教育機構集合在一起,一同為「2009全球天文年」的各項活動籌備工作而努力。
「2009全球天文年」的目標共有八項:
1. 藉由傳播天文學和相關領域的研究歷程、批判性思考和所得的科學知識,提升一般大眾對科學的覺察力。
2. 透過天文觀測經驗帶來的感動,使民眾能更願意且容易地去接觸基礎科學的概念知識。
3. 藉由國際合作的開始和刺激,幫助發展中國家的天文社群。
4. 藉由科學中心、星象館和博物館的參與,協助和提升學校體制內和體制外的科學教育。
5. 藉由科學和科學家的現況,提供科學教育與科學相關職業的連結,長期地提升學生就讀科學及科技相關科系的興趣,和對終身學習的需求。
6.藉由地區、區域、全國和全球性的活動,集結業餘天文學家、教育工作者和科學家,開展新的或是強化已存在的聯絡網路。
7.在科學家的代表性上更強化兩性平等的關係,並且鼓勵少數族群投身科學和工程相關領域的職業。
8.藉由體認夜空黑暗的可貴以及歷史性天文景點的重要性,加強對其文化及環境上的保存與保護。
Abstract: The International Astronomical Union (IAU) launched 2009 as the International Year of Astronomy (IYA2009) under the theme, The Universe, Yours to Discover. IYA2009 marks the 400th anniversary of the first astronomical observation through a telescope by Galileo Galilei. It will be a global celebration of astronomy and its contributions to society and culture, with a strong emphasis on education, public engagement and the involvement of young people, with events at national, regional and global levels throughout the whole of 2009. UNESCO has endorsed the IYA2009 and the United Nations proclaimed the year 2009 as the International Year of Astronomy on 20 December 2007.
Astronomy is one of the oldest fundamental sciences. It continues to make a profound impact on our culture and is a powerful expression of the human intellect. Huge progress has been made in the last few decades. One hundred years ago we barely knew of the existence of our own Milky Way. Today we know that many billions of galaxies make up our Universe and that it originated approximately 13.7 billion years ago. One hundred years ago we had no means of knowing whether there were other solar systems in the Universe. Today we know of more than 200 planets around other stars in our galaxy and we are moving towards an understanding of how life might have first appeared. One hundred years ago we studied the sky using only optical telescopes and photographic plates. Today we observe the Universe from Earth and from space, from radio waves to gamma rays, using cutting edge technology. Media and public interest in astronomy have never been higher and major discoveries are frontpage news throughout the world. The IYA2009 will meet public demand for both information and involvement.
There are outstanding opportunities for everyone to participate in the IAU IYA2009 events. This brochure outlines some of the events planned at the global level, which will be supported by thousands of additional national and regional activities.
The IAU, UNESCO and our Organisational Associates wish everyone a year rich in astronomical experiences as we all celebrate the International Year of Astronomy 2009!
The major goals of IYA2009 are to:
Increase scientific awareness.
Promote widespread access to new knowledge and observing experiences.
Empower astronomical communities in developing countries.
Support and improve formal and informal science education.
Provide a modern image of science and scientists.
Facilitate new networks and strengthen existing ones.
Improve the gender-balanced representation of scientists at all levels and promote greater involvement by underrepresented minorities in scientific and engineering careers.
Facilitate the preservation and protection of the world`s cultural and natural heritage of dark skies in places such as urban oases, national parks and astronomical sites.
IYA2009 will be evaluated by a qualitative and quantitative analysis of how well each objective, as implemented in hundreds of national, regional and global activities, has been reached. Data will be collected by online questionnaires after the completion of each activity. The IYA2009 Secretariat will coordinate the evaluation. A rigorous evaluation procedure will follow each of the four phases of the project:
I. Planning (2006-2007).
II. Preparation (2008).
III. Implementation (2009).
IV. Closing, follow-up, evaluation (2010).
