Description

Abstract
摘要:雖然地震無法避免,但是可以藉由地震預警系統提供預警,大幅減低地震所造成之生命財產損失。本計畫擬以四年的時間,配合教育部的計劃,進行校園地震預警系統建置實驗計畫。預計於全台分為20個服務區、整合中央氣象局所提供之區域型地震預警訊息、國家地震工程研究中心所研發的現地型地震預警訊息、台大所研發之P-alert,進行綜合研判,提供快速準確的地震預警。預計提供全國3341所國中小學地震預警系統建置,以及地震防災教育服務。依據區域特性、震災潛勢,分別設定為裝置高精度現地型地震預警系統之主站、接收整合現地型與區域型地震預警訊息之副站,以及接收中央氣象局所提供之區域型地震預警訊息之CWB站.所有的校園地震預警系統都會連接自動化的警報廣播,可以在接收到地震預警訊息後自動透過廣播通知全校師生疏散掩蔽.同時也會依據各校特性,提供LED字幕機、或電子看版.平時提供地震防災宣導、震時提供地震相關訊息.本計劃也將依據校園的環境與需求,規劃地震防災演練劇本,並進行實際演練,落實地震預警系統於實際應用。同時也將整合示範站之地震資訊,建置成為資料庫、提供學術界進行地震預警相關研究使用。
Abstract: However, with today`s science and technology, the earthquake is still unable to estimate and evacuate the people in advance. This project plans co-operate with ministry od education to install the earthquake early warning system in 3344 schools in Taiwan in four years. 20 on-site EEWS will be installed as master stations (service zone) all around Taiwan to provide the rapid on-site eew. This project will integrate the regional EEW form CWB and on-site EEW from NCREE and P-alert, all the EEW messages will be managed by logic control system to provide the rapid and precision EEW service.
According to the site conditions and seismic hazards, the demonstration schools will be divided into the sub-station (combine the on-site and regional EEW) and CWB-station (regional EEW only). All the earthquake early warning systems in schools will automatically raised the alarm through the broadcast system to warm the students to take cover immediately. Considering the environment of independently schools, the LED text display or Electric Display will be installed to provide the seismic reduction education and earthquake early warning information. All the demonstration schools will have This project will also train all the demonstration schools to do the seismic disaster prevention drills, to make sure the EEWS will be well adopted in the real earthquake. In the same time, all the data in this project will be collected into the database and open the researchers.
