摘要：本計畫目的係為充分掌握世界衛生組織底下之菸草控制框架公約（Framework Convention on Tobacco Control，以下簡稱FCTC或該公約）之最新發展動向與學術研究，以及協助政府處理FCTC相關事宜。包含：
Abstract: The purpose of this initiative is to comprehend the latest development and academic research on Framework Convention on Tobacco Control (hereinafter “FCTC” or “the Convention”) negotiated under the World Health Organization, as well as to advise the government in dealing with related issues. Include:
1. Collecting the latest information from the conference and initiating strategic planning
The Fourth Session of the Conference of the Parties to the WHO was conducted in Uruguay from 15-20 November 2010, Taiwan participated the event as “non-governmental organization” and as representative expert to Taiwan’s allies States. The concluding results and information from COP4, and relevant studies from Working Groups will form the basis for implementing the relevant domestic policies concerning the prevention of tobacco products. At the same time, Taiwan will actively seek to participate the 2012 COP5 Conference in South Korea. By participating in international conferences; understand and comprehend the effects made by the international communities in tobacco prevention, and drafting recommendations on important issues; comparing the existing measures in Taiwan would bridge the gaps in the current implantation deficiencies. Information and conference materials provided by States and documents drafted by non-governmental experts would provide useful basis for evaluating and reviewing the recommendations made by Taiwan; post conference recollections and observations will form the basis for future reference concerning participations in international conferences.
2. Regarding the relevant issues from the FCTC where further analysis, seminars or educational training are to be conducted
The plan for this year is to conduct further studies on the status of the FCTC, the objective is to understand and to analysis the issues covered by the FCTC; which includes the following important issues: study on economically sustainable alternative crops, educational training and promotion of public awareness, tobacco dependence and cessation, and the protocal on illicit trade in tobacco products etc., working groups will be formed to conduct discussions and to form workable suggestions where implantation of the suggestions will take place by public bidding. Meanwhile, we seek to exchange opinion among experts from various countries through the seminar held and, further, reach consensus to enhance the academic standard in the field of Public Health in our country. Also, we design a series of professional training courses centered several underlying issues concerned by FCTC in order to equip the related professionals with knowledge of international health law as well as familiarize our colleagues in health institute with issues concerned by FCTC and enable them to have a more comprehensive control thereof.
3. Provide consult or suggestion on the decision and guideline of the Convention
According to experience and result gathered from COP4 conference, we provide our analysis on the decision and guidelines produced in COP5 and, through the discussion among team members, reach preliminary suggestion on decision and guideline based on domestic and international information gathered. We also invited the involvement of scholars and experts, recruit opinions widely. With comprehensive assembling and coordination of opinions from various parties, we reach the consensus and provide concrete, feasible suggestion on the decisions and guidelines and transform the information into documents distributed internationally as an important basis for future participation in the conference. Meanwhile, in order to facilitate the promotion of protection from tobacco smoke and follow the international trend, this project will also, further, discuss the similarity and difference between the “Tobacco Hazard Prevention Act” of our country and FCTC and provide suggestion on health policies, assisting the government authority in dealing with related issues.
