Abstract
Fertilizers are important production materials for farmers to use in farming work; therefore, the price and stable supply of fertilizers have been major projects to agricultural authorities. As most raw materials in domestic production of chemical fertilizers are from abroad, the price of fertilizers would be affected by the international market. As a result, to avoid the influence arising from fluctuations of the price of international raw materials, the government has adopted many measures to ease the price of chemical fertilizers. In response to the price of raw materials on international manufacturing fertilizers, since the beginning of May 2008, the government has given subsidies to farmers. However, because of the subsidies, farmers could buy fertilizers with cheaper price compared to other neighboring countries, which caused over-fertilization, damage on ecology, and failure to achieve the goal of rational fertilization. Accordingly, to effectively control the flow of subsidies, since January 1, 2015, the government has computerized the management of subsidies on fertilizers. Farmers could go to Farmers’ associations or fertilizers shops with computerized systems to buy fertilizers. All famers have to do is show their ID cards, insurance cards or driver''s licenses, and they could get the fertilizers with subsidized price. With the implementation of the policy, it would be eco-friendly and practical to ensure the distribution of subsidies to farmers. It is a new measure adopted in 2015. Consequently, to understand the effects on purchasing fertilizers, and its pros and cons, this study recruited farmers engaged in actual farming, analyzed their viewpoints and suggestions on the new measure by conducting questionnaires and data analysis.
