Abstract
This study on Beijing is a sequel to our previous one
on Shanghai (see the 1998 report to NSC) It also
completes a comparative analysis on the two mostimportant cities of China. Our analytic framework
refers to the interactions among three components: 1,
the institutional and policy change directed by the
central government (market orientation,
decentralization of political power, and reform of the
government owned enterprises), 2, the changing role
and behavior of local government (from management
to development and rent seeking), and 3, spatial
development (urban planning and rural land
conversion). We found that the framework is a useful
one and provides many insights to the similar
development forces of the two cities. Nevertheless, the
forces acted in different extent and degree. The
central authority has delegated less power to the city
government of Beijing, which in tern has been less
aggressive in using land conversion as a tool for
urban development. Direct funding of large-scale
projects to this capital city by the state has
compensated the vitality of economic development
uniquely enjoyed by the semi-autonomous Shanghai.
Other differences in decision process, planning
practices, and spatial changes are also identified.
