Abstract
The loss of property and life caused by large-scaled disasters has been increasing in the recent years. Being able to provide timely responses to disaster aid requests is one of the key outcomes of measuring the performance of the rescuing activities. The interagency feature brings the needs and difficulties of collaboration. However, information systems developed for assisting disaster management tend to be fragmented, resulting in a failure of effectively supporting the disaster management decision activities. In order to improve the effectiveness of support disaster management decision, an integrated disaster management in formation framework has been developed to support the collaboration activities. Designed with the philosophy of I-ching and implemented by web service technology, this framework uses project management theory as its element to integrate activities of different administrations. This research uses disaster response activities in Taipei County as a case study to verify that this framework could support the collaboration activities in its disaster management. The result shows that this framework has great potential to ease collaboration and to facilitate information sharing.
