Abstract
Taipei Station is the gateway of Taipei city, the landscape of its’ surrounding areas impresses many visitors’ first image of the city. In fact, there were many vacant and abandoned buildings nearby the station. They not only affect the urban landscape, but also makes the land use ineffectively. In addition, because of the difficulty in the aggregation of private property right, it is difficult to change the landscape by means of redevelopment in short-term. Recently, the Taipei City Government began to improve the environment by demolishing the abandoned buildings before urban redevelopment, and encourage vacant land open for public use. Question is how much does the temporary environmental improvement contributes to the city? Thus, this research is to conduct the valuation of the temporary environment improvement.
Benefits resulted from the environmental improvement is non-market goods in nature, in this research, the Contingent Value Method is applied to value the environmental improvement. Two sites near Taipei Station are targeted for empirical analysis. The gateway of Taipei, Site B is already finished environmental improvement and the other, Site A, is to be improved. Site users in the two sites are sampled to answer questions about their willingness to pay for the environmental improvement in Site A and continued using it for the coming one year in Site B.
Based on the survey, it shows that the average willingness to pay in Site A is NTD. 1218.81, and NTD. 1234.18 in Site B. There is no significant difference in willingness to pay between the two sites, but it is higher by counting it for the benefits of the environmental improvement for one year than the costs. Besides, the willingness to pay by the residents living in Taipei City is higher than the others. Furthermore, the willingness to pay by the nearby area residents, who live in Zhongzhen, Zhongshan and Tatong District, is not significantly higher than the other district’s residents of Taipei City, because it is significant that the participant’s attitude of urban gateway affect to the willingness to pay.
