Abstract
“The public sector” has been managing the state for a long time. But the top-down approach may not work out anymore. Now, the concept of “Governance”, trying to build partnerships between public sector, private sector and citizen, becomes very popular and many researchers either in the academic or practical field often refer to this term. However, the theory of governance is still lack of clear definition in practical research. Therefore, community may be a place which citizen would like to participate in, to enhance the quality of life and the overall safety of the subjects.
The “Safe Community”, formed by the administration demand and idea of the folk spontaneity, deserves the equal administration capacity from the public and private sectors to respond to the same capacity for governance. Therefore, this literature tries to build on the theory of community governance and citizen participation, and take the Health Promotion Association of the Safe Community in Neihu and Dungshr as the research subject. By comparing these two cases, on the one hand, it will help us to understand the formulation and function of the governance networks. And the other hand, we can clarify the effectiveness of the network structure by examining individual case and thus from the observation of two cases, to offer relevant recommendations by ways of comparison.
The conclusion of this study showed that the dynamic governance network in Neihu and Dungshr, their actual operation are not exactly the same. However, Neihu''s advantage lies in higher participation of private sector and the third sector participate in the network; and Dungshr gets a strong emotional maintenance from local citizen and the support of administration. But on the whole, there are still some shortcomings need to be improve.
