Abstract
Since the mid-nineties, there are many new festivals, activities appearing in Taiwan counties and cities. Most of them are local government-sponsored festivals. International Children folklore & folk game festival (ICFFF) is considered the most famous and successful one, and also a model of the local government to organize festivals.
Illustrated with the operation of ICFFF, the research is aimed to explain the key successful factors of festival. The key factors are creativity and quality. I found that ICFFF successfully grasped the essence of festivals, as well as the characteristics of Taiwan traditional festivals. The study also found that different host and decision-making will produce different festivals content, and different social relevance, depending on the host’s main goal.
