Abstract
The purpose of this article is to discuss the problem which occurred as results from lacking concern of the institutionalization under the process of administration in university libraries. The author examined the cause of the problem and analyzed the results in which those legal issue would influence the effectiveness and the future developments of administration in university libraries. In the conclusion, the author suggested some notes for librarians to solve those legislative problem in advance Or afterward.
