Cultural creativity district administration: AHP application to select governance mechanism

Abstract
Creative districts are widely recognized as an effective mechanism to revitalize regional economics. Awareness of the economic potential of creative industries, Taiwan government recently plans to establish cultural creativity districts as regional operation bases to incubate creative industries. This study adopted the AHP method to obtain professional's opinions on the selection of governance mechanism for new districts in Taiwan. The efforts resulted in seven evaluation criteria with one, the ''management ability'' having the highest weight, followed by ''added-value'' and ''local familiarity ''. Private company is the best alternative, followed by consulting corporation and non-profit organization, appropriate to operate the new creativity district. A sensitivity analysis was carried out to determine the critical factors that affected the priority of the alternatives.
