Abstract
In recent years, public-opinion data showed that citizen trust in government dropped dramatically. Many governments promote NPM and the movement of REGO to mold the trustworthy image of country’s administration. As one of the priority tasks, the application of MOICA policy hopes that more convenient and rapid services could be provided through Internet. But the relationship between e-government and citizen trust has been argued by scholars. Technological utopianism has shown that e-government may improve citizen trust, but technological anti-utopianism tends to suspect the effectiveness of e-government in establishing citizen trust.n order to understand the relationship between MOICA policy and citizen trust, this research is based on literature review and in-depth interview. There are 9 interviewees with the planners and implementators of MOICA policy in Taiwan. Combining the interview data, this research analyzes two dimensions of the technological optimists and technological pessimists. This study concludes that the policy of MOICA is an effective tool in the e-government process at the present stage, including efficiency, digitali democracy, security management and knowledge management. Furthermore, literature and the interviews conducted in this study also demonstrate the dilemma current policy faces. Particularly, government should focus on responsiveness, interactivity, digital divide, modification of the law, education of information, establishment of supervising department and creatation of practical system. However, this study is optimistic that the policy tool could keep developing, so that the goals of citizen trust and administrative efficiency can be both achieved
