Abstract
On the decision-making of information systems outsourcing, there are many different views on. The combination of resource based theory and resource dependence theory in strategy management of outsourcing, this study first reviews the literature relating to “corporate e-learning,” “information systems outsourcing,” and “supplier selection,” in which we gain five exploratory dimensions of supplier selecting scale, including supplier characteristics, technical resources, human resources, system resources, and users resources. Then through literature review and experts opinion survey, we develop the selection criteria of each dimension. Through confirmatory factor analysis, we applied structural equation modeling (SEM) for data analysis. Questionnaire and measurements are developed for supplier selection of corporate e-learning system outsourcing and they were proved to be fair in reliability and validity. The result of the fitness in scale is excellent and the scale can be a good instrument to the future researchers who are interested in this domain. Besides, practically speaking, the firm can also adopt the study outcome as reference of supplier selection when outsourcing e-learning system. Finally, we conclude this study by discussing its limitations and implications for future research.
