Abstract
The purpose of this project is to propose the analysis flowchart of design defence scope of inundation disaster. Two pilot study areas were chosen as the study cases to check the performance of analysis flowchart of design defence scope of inundation disaster. The achievements of this project will help the cooperation teams of NCDR to carry out the defence scope of inundation disaster for local governments in future. The defence scope of inundation disaster can be applied in the Local Disaster Prevention & Response Plans of local governments for four periods of disaster cycle such as mitigation, preparedess, response and recovery. According to analysis and simulation preocesses, four steps for determining the design defence scope of inundation disaster of local governments are given below, (1) scenario simulation of inundation potential. (2) establishment of the relationship between inundation depth and damage loss for varied land-use. (3) risk analysis of inundation disaster damage. (4) suggestion of the procedure of design defence scope for inundation disaster. Taipei and Tainan counties/cities were selected as the pilot areas of case study for this project. The social-economic indices, history records of inundation areas, special land-use types, the density degree of population, damage losses of inundation disaster, protect standard of river and the annual budget of protect and reduction with the total loss of different return periods were analysed and compared to draft the design defence scope of inundation disaster for pilot areas. Finally, the study suggests that the design defence scope standard of inundation disaster is 200-year return period for Taipei county/city and 100-year return period for Tainan county/city respectively. Owing to the significant industrial III products and resources for Taiwan, the design defence scope standard of Tainan Science Park in Tainan county should be raised to 200-year return period.
