Abstract
The disabilities and elderly population have increased year by year in Taiwan. The government and nongovernmental organizations start paying attention to the issues of accessible environment, facilities, and mobility needs for people with disabilities. The public transport systems are developed with well accessibility, such as low-floor buses, barrier-free rapid transit, handicap bus and accessible taxi. These travel options for disabilities and elderly population have provided high quality and multiple choices.
This research aims to develop a framework of performance evaluation for handicap bus. The study first collects performance evaluation indicators developed for public transport system around the world and formulates a preliminary performance evaluation indicators based on the operation characteristics of handicap bus in Taiwan. Then, the performance evaluation framework and indicators are proposed with the 3 dimensions of "dispatch center", "service and operation efficiency", and "welfare resource equity" while 11 indicators are identified and included. Finally, the weighting system of these evaluation indicators is analyzed and determined by the Analytical Hierarchy Process. It is shown that "dispatch center dimension" and "service and operation efficiency dimension" have comparatively high weights within the performance evaluation.
Two operators in New Taipei City are assessed as the case study to verify the applicability of the evaluation scheme and improvement strategies for the two operators have also reviewed based on the evaluation results. The framework of performance evaluation could not only examine the existing operation efficiency but also enhance service quality and performance of handicap bus in the future.
