Abstract
To integrate intelligent transportation systems (ITS) and Telematics is the global trend to increase operation efficiency and service quality of the transportation systems. In viewing of ITS and telematics development, it has found that lack of comprehensive system planning and combination of the two systems in Taiwan, public and private sectors have faced the difficult situations in terms of: fragmented cooperation, inefficient service, and comparatively heavy costs on both inside and outside of industries. These situations have caused many related problems. Therefore, this study aims to propose a mechanism to revitalize and integrate two systems by the approach of public-private partnership.
This study reviews literature and conducts interviews to understand the issue, and finds out the key successful factors in promoting and integrating two systems. It comes to a prelimary finding of results that the “intermediary organization” is worth establsihing. Therefore, this study outlines 12 project evolution criterions with 4 dimensions, i.e., “facilitating of intermediary organization”, “public-private partnership”, “supply chain of information”, and "cycle chain of fund". Then this study clarifies the criterions causes and effects correlation and rejects secondary criterions by using approach of “Decision Making Trial and Evaluation Laboratory”. The analysis results reveal that “value-added services” can meet the market demand, while the willingness to pay for information and variety of information for enhancing marketing capability are crucial elements.. In order to improve the current status of two industries, this study established the NGO to promote technology applications and further development. Therefore, this study draws up “public centered operations”, “contracted operations”, and “franchise operations” to be the alternatives. The study applys Analytic Network Process and “VlseKriterijumska Optimizacija I Kompromisno Resenje” to evaluate project. It is shown that “franchise operations” is the best plan which provides the best framework for cooperation of the public and private sectors. Based on the end-user services requirements, experience in Taiwan and other regions, and results of questionnaire survey, the demand side analysis and the integrated service clusters will be able to combine supply and demand features for supply chain of ITS and telematics industry.
Finally, this study conducts financial feasibility analysis for the proposed intermediary organization based on efficiency, function, and financial sustainability principles. The study also makes a detail design based on SWOT analysis for promoting the ITS/telematics industries in Taiwan.
