Abstract
This paper sets out to discuss, whether tariff or quota policies, are best able to speed up the process of upgrading the technological standards of firms in importing countries. It is shown that if domestic and foreign firms engage in a Cournot quantitative competition, the home firm will employ a higher technology standard under a tariff policy than under an equivalent quota policy. In the case of Bertrand price competition with product differentiation, the aforementioned result holds true if market demands are linear and symmetric. Moreover, if we allow firms to compete through non-zero quantity or price conjectural variations, the technology level is higher under tariff policy as long as the conjectural variation is consistent.
