Abstract
本計畫首先進行台北都會區交通需求分析以及智慧型運輸系統系統架構(System Architecture, SA)之檢討與擬定，並蒐集檢視近年來台北市政府以及交通部科顧室、運研所等單位所執行之ITS相關計畫。進而配合台北市區都市交通的特性，進行智慧化策略之研擬，包括硬體(設備升級、通訊結構)、軟體(知識/模式法則、通訊協定)之結構以及新舊系統間整合運作問題。最後提出執行計畫，包括台北市交通智慧化之短、中、長期目標(經費預估、時程規劃)以及各行政單位於日後推動時之定位與權責。具體而言，本研究之研究項目有：(1) 分析台北都會區交通智慧化需求。(2)確立台北市區整體智慧型運輸系統架構。(3)台北市現有交通系統於整體智慧型運輸系統架構中所扮演之角色，並分析各系統所採行之通訊標準及協定，以為系統整合之基礎。(4)配合行政組織擬定北市整體運輸系統智慧化子系統方案及其運作。(5)研究現行設備升級、新舊系統介接間整合方式。(6)決定北市ITS各子項目之優先次序。(7)估計各期所需經費及公民營機制。(8)外加研究關鍵知識：車輛偵測器佈設、匝道儀控及過飽和交通控制法則。
This project aims at proposing an integrated/ comprehensive ITS deployment for Taipei city. At first, the demanded items are analyzed and existing architectures are surveyed. Based on the characteristics of Taipei traffic, the strategy for ITS deployment is studied, particular in the issues related to systematic organizations, hardware upgrading, communication structures, software requirement, the linking operations of existing systems and new phases. At final, an action plan is proposed, which includes short-term, mid-term and long-term working items each with budget. Furthermore, a public private partnership orientation is discussed for ITS sustainable operation. The contents of the report: (1) Overall ITS Review, (2) ITS System Architecture of Taipei City, (3) Communication Protocols for Standardization, (4) Institutional Organizations for The Deployment, (5) Framework of ITS Subsystems: Transportation Management and Information Center (with the function of data manipulation, network linkage, public service?Ketc.), Roadway Traffic Management and Information System (with the function of ATMS, ATIS, ETC and EMS), Public Transportation Management and Information System (with the function of EPS and APTS), Parking Management and Information System (with the function of ATMS, ATIS and ETC/EPS), and Vehicle Management System. (6) Action Plan. (7) Budget Estimation, (8) Extra important studies: Detector Layout, Ramp Control and Oversaturated Traffic Control.
