Abstract
To encourage rural residents involving
the reconstruction after 1999’s earthquake
becomes an important policy. However,
the process of resource mobilization
influences on the power structure and rural
reconstruction. Therefore, this study attempts
to understand the mobilization process of
resource access, delivering and distribution
through joining the committee of rural
reconstruction and interviewing those local
elite. Finally, the conflict and adjustment of
resources mobilization and power structure
of rural communities are explored through
network analysis.
