Abstract
The Government to implement Social Labor System from September 1, 2009, is to provide labor or service as a penalty or action for the replacement of penalty (exclusion prison execution), as one kind of alternative penalty. The main purpose of this system is to avoid major Short-Term Imprisonment against freedom abuses, relieve prison overcrowding phenomenon. In this study, employed the panel data from Taiwan 2003 to 2014, and use the difference in differences method (Difference In Difference, DID) to validate and explore the influence of the social labor system on the crime rate.DID results show that this system has a significant positive on some of the lesser punishment of crime rate.
