Abstract
Objective：To discuss ACSC（ambulatory care sensitive conditions）- avoidable hospitalization conditions in our country.
Method：To apply the avoidable criterias by Weissman’s study in 1992 , and the acute pyelonephritis is this stydy’s population,use 89、90、91 health insurance data , and use logistic regression model to analysis it.
Conclusion：
1. The odds ratio(OR) in women is six times of men.
2. The odds ratio(OR) in Taipei is highest.
3. The odds ratio(OR) in primary hospital is higher than area hospital.
4. The resources use that the experiment is higher than control.
5. The experiment more in Urology、Medicine、Nephrology.
6. The control is more stable go to hospital than experiment.
7. The control is more similar hospital than experiment.
8. The potential risk in experiment is higher than control.
9. The use of antibiotics in control is higher than experiment,
Suggestion：
1. Make more avoidable hospitalization criteria.
2. Add medicine resource in far area.
3. Advancing primary medical quality.
4. Consolidating continence and fixity.
