Abstract
The Lan-Yang River Basin was chosen
as the pilot area for the integrated flood
damage mitigation project. In fact, flood
hazard control over the basin is now in
urgent demand due to the setting of many
factories, the construction of public
facilitations, and the development of industry
and commerce in recent years. Additionally,
the land-used transformation from agriculture
to resident, industrial and commercial types
cause the urbanization of I-Lan county area a
dramatic change in its hydrological
environment. Consequently, the prevention
of flood-damage should be done as soon as
possible and the results suitable enough to be
applied to other basins.
This three-year project is to be carried
out by four professors, each specialized in
hydraulic engineering from the National
Taiwan University and the National
Cheng-Kung University. Their aims are: (1)
the establishment of the basic database for
the existing flood protection constructions, (2)
improvements on the drainage system as well
as the meteorological and hydrological
monitoring system, (3) development of
real-time flood forecasting by taking the
rainfall, runoff and hydraulic models in
series, and (4) integration of results of
rainfall-runoff forecasting, stream level
forecasting, and hydraulic simulation into a
real-time flood forecasting display system
that can be set up consequently. The research
is aimed to reduce flood damages when
non-engineering approaches work
successfully with existing flood control
structures for the project area of the
Lan-Yang River Basin.
