Abstract
This article uses Taiwan Manufacturing Census data for 1986 and 1991 to investigate the spillovers from foreign direct investment (FDI). Two indexes are used to measure the degree of FDI spillovers: the labor productivity and technical efficiency of locally-owned plants. The results indicate that there is no significant spillovers from FDI. However, when the two sectors are separated by the size of the technology gap between the locally-owned plants and the foreign plants, we find a positive and statistically significant spillover effect in the low technology gap sector in 1986. In contrast, there were no strong signs of spillovers in either 1986 or 1991 if the technology gap was large.
