Abstract
NTCIP shall play an important role in ITS deployment. Because traffic control couldn't be terminated for a while, and building a new system needs budget and time, a strategy of building a new system with moving the existing old system away through a step by step approach is the most possible way. Thus, in the transition period, the existing system should run with the new system concurrently. This study develops the inter-system connection and data interchange module, particular in with different protocols: NTCIP and ROC87-traffic control protocol. The module is validated via a computer network composed of a mimic old traffic control center with the ROC87 protocol, a mimic new traffic management center with the NTCIP protocol, and a roadside unit.
