Abstract
Taiwan local government restructuring of December, 2010 drastically changed structure/process of policy making and implementation. This study explores how the local government restructuring affect the elderly welfare policy implementation of a New Taipei City district. The research’s findings, based on aged society and policy implementation theories, include the following:
(1)The New Taipei Government should pay more attention to the intergovernmental relationship with the district office;
(2)New Taipei District office should have more autonomy to the development of welfare policy;
(3)Overall planning of the elderly life should emphasize the dignity of the elderly in planning of the long-term care policy;
(4)Community care is vital in supplementing the public welfare policy for the elderly;
(5)Customer oriented diversification of the welfare measures for the elderly is the key to reform.
