Abstract
The purpose of this study is to assess the reasonable amount of green subsidy to Taiwanese farmers based on the quantified multifunctionality of paddy field. The compensate variation method is adopted to determine the amount of green subsidy due to the area reduction of paddy field.
Paddy field not only can produce food but also can store floodwater, dispel floodwater, purify air and water quality, conserve groundwater, adjust ambient temperature and so on. In Taiwan, from 1999 to 2005, paddy field areas drop from 350,000 hectares to 270,000 hectares. During this period, the multifunctionality data of paddy field were collected and calculated. The estimated internal benefit of paddy fields drop from 44.9 to 32.7 billion NT dollars and the external benefit of paddy field drop from 248.2 to 190 billion NT dollars.
The study further consider as Taiwan as a whole region and divides Taiwan into north, center, south and east four sub-regions to evaluate the whole regional and sub-regional inter-relationship between internal and external benefits. The whole region, north and south sub-regions exhibit a cooperation relation while other sub-regions show mixed inter- relationships. According the results of the amount of green subsidy evaluated by compensate variation method (CVM), the estimated amount of green subsidies of years 1999-2005 is 23,498 NT dollars/ha.
