Abstract
This thesis aims to analyze the planning process of Taoyuan Aerotropolis by using Foucault’s concept of governmentality to explore how the central and local governments conceive, organize and conduct the planning process. Taoyuan Aerotropolis, as one of the i-Taiwan 12 Projects proposed by President Ma Ying-Jeou, is functioned as an important mega project to promote the economic growth in Taiwan. The idea of Taoyuan Aerotropolis was initially promoted during the presidency of Lee Teng-Hui in 1993; however, it was not taken into action until 10 years later. The formal inception of the project shall be dated back to December 30th 2013 as the Urban Planning Commission passed the Aerotropolis Plan. During the planning process, the must-do Aerotropolis has been bolstered all the time by government of different levels. However, how the project has been legitimized, what technologies of government have been implemented, and what the subjectification process is for the supporters are worthy of further exploration. This thesis is composed of four parts to answer the above questions. In the first part, the concept and definition of governmentality are introduced and justified to be a relevant analytical tool for the research subject. In the second part, the political rationality of the governments is discussed to pinpoint the legitimation of Aerotropolis plan and its neoliberal agenda. Thirdly, by examining conference documents and articles from government-issued newspapers, this study examines the decision-making process of governments and their promotion for the goals of Aerotropolis Plan. Lastly, the subjectification of the different actors involved – the governments, the local people, and the developers– are also depicted. At the conclusion, this research finds that the central government plays a vital role in leading the Taoyuan Aerotropolis planning project.
