Abstract
Electronic resources and network are
very popular nowadays. Many materials can be obtained via Internet. When libraries
faces the challenge of budget shrinkage. there
are many discussion on the issue that whether
access will replace ownership in developing
library collections. Some librarians argue
that electronic resources will substitute the
print materials, and many materials will be
published on demand. Therefor the concept
of ownership should be abandoned and it is
the library's responsibility to help users to
access to the materials when they need. The
others argue that the library should maintain
the concept of ownership. The larger the
collection, the better the service that library
can provide to its users. Only rarely used
materials will be obtained from outside.
