Abstract
State Trading Enterprises are in the gray area of international trade theory. STEs, on the one hand, can be viewed as a kind of governmental measure, equivalent to tariffs or quotas, and should be subject to multilateral tarde rules. On the other hand, STEs make purchases and sales in markets, which are tranditionally considered to be conducted by private sectors. GATT/WTO dose not prohibit Members to establish or maintain STEs but only requires STEs should observe some behavioral rules . Thus, although GATT/WTO rules aim to reduce or eliminate all trade restrictive measures form the Member governments, the "commercial nature" of STEs
