Abstract
Taiwan government invested 1 billion dollars to build up an e-government service platform. It’s first data exchange center among the world adapts pure Web Services to support cross department services. The main purpose is to achieve seamless cross department innovative services. There are highly modularized and reusable modules to be leverage within the service platform. However, there are no significant innovative services provided after two years passed. Local governments also have no utilized service components of service platform. It must have something wrong. It’s not easy to build up such an IT infrastructure. We expect to find out a procedure to help government officer to plan innovative services. The procedure can speed up e-government’s progress.
Taiwan’s e-government copied UK’s government gateway and mashed up local status. American government also has comprehensive strategies and planning. We studied both of their experience to suggest a planning procedure for government’s reference. This thesis also mentioned the planning risks and benefit evaluation. The purpose is to make the planners to understand the procedure and know the risks. It also comes up with evolutional index for measurement. We expected the planner can plan high quality service contents through introduced systematic procedure.
