Abstract
Because of the challenge of environment changing, environment governance will be the key point of urban governance in the future. This study tried to explore the real operating of urban politics through the conflicts between environment and economics Songshan Tobacco Factory occurred. This study tried to comprend the interactions and opinions between the factors, by analyzing four primary issues: the utilization of land, sport area planning, old trees removing and participation interaction. This study tended to analyze the interactions and discourses of the factors through discourse analysis, and to indicate the core problem- the realities and restrictions of urban environment governance.
This study discovered that economic logic is still the top priority in the stage of urban development instead of environment issues, especially in this case, the planning of the project and the design of the dome are focus on the growth of the economic benefit rather than the importance of culture, history memories, old trees retaining and so on. Because the politics power and economics power combined and mandated the decision making, so that public power and environment protection groups still cannot enter the core level of decision making. It showed that the awareness of environment protection is not mature, and just regarded as slogans. It demonstrated that because the importance of the environment issues have not enter the core field of decision making, on the field of urban environment governance, Taipei still has certain difficulties and challenges.
