Abstract
The objective of this thesis is to discuss the method of frequency planning for high building BTS in 3G and LTE mobile system. We want to find the purpose network planning strategy and optimize the system performance. In order to reach the goal, we analyzed the advantages and disadvantages of 3G’s high building BTS at first. The proposed method is using the third carrier frequency. Then we adjust the parameter of inter-frequency cell-reselection and inter-frequency handover to ensure the good QoS.To improve the SINR of those users in the cell edge border, soft frequency resue (SFR) must be considered in LTE. We decide the user’s speed for 3 schemes-high speed / medium speed / normal according to the number of cell reselection in unit time. For different speed we give it the corresponding handover decision criteria to shorten the handover’s time. So that we can reduce the handover failure rate and raise the call completed rate.In LTE, high building BTS also have the same coverage overlap problem as in 3G. We propose the feedback cell center user’s average SINR strategy to adjust the border of cell center. This method can reduce the inter-channel interference caused by overlapping with neighboring cells. Therefore the system performance is improved.
