Abstract
Taiwan central government initiated a wave of organizational restructuring since 1987. Sports Council of Executive Yuan and the Department of Physical Education, Ministry of Education were merged into Sports Administration. This study explores the history of the organizational reform of Taiwan sports administration based on the historical institutionalism. Components of the reform process, such as organizational structure, business management, mission, personnel management, governmental relationships, are analyzed. It is suggested that the organizational structure should be streamlined further and staff training should be enhanced to cultivate better working environment. It is further suggested that the communication models among governmental units and among different local governments and civil organizations should be improved.
