Abstract
The Huashan Creative and Cultural Park is the first project of five selected creative and cultural parks in “Challenge 2008: National Development Plan.” At this critical point, not only the national government’s changing attitude in dealing with Huashan district evokes my study interest, but also the transforming whole park into three business themes and adopting OT, ROT, BOT to deliver services. Inspired by the analysis framework of transaction cost approach, this thesis justifies the choice of different outsourcing modes in Huashan’s business themes, namely, the cinema theatre, renovation of creative and cultural buildings, and the creative and cultural flagship .his thesis examines each transaction’s asset specificity, scale economy, and scope economy based on a two-dimensional analysis of governance and measurement costs and contrasts different incentive/managerial tools and autonomous/cooperative models among the three project deliver modes. Study results indicate that the choice of outsourcing modes not only has reasons from the transaction cost economics perspective, but also the transaction cost politics. A specially attention should be paid to the influence of the political and economic environment of different cultural authorities and the enforcement motivated by non-rational or non-economic considerations from decision maker.
