Abstract
Compared with former references which limited to the structure and effects of corruption investigation mechanisms before the Agency Against Corruption (AAC) established, this study mainly focuses on how the AAC, which was established on July 2011, planned the national anti-corruption policies, established relevant laws, designed special organizations and finally maximized its function. By using the document analysis and comparative method, this research compares the anti-corruption agencies among Hong Kong, Singapore and China in order to generally analyze the challenges and opportunities which the AAC would face and make suggestions for the future development of the integrity system in Taiwan.
By evaluating the anti-corruption works, most opinions would focus on the conviction rate of corruption criminals. Undoubtedly, cracking corruption cases can be encouraging and bring the positive efforts to the society, however,“corruption investigation can not be the presence of integrity, also can not emphasize the performance of integrity.”This research will also focus on corruption prevention and education, which are even more important because both play key roles on erdicating corruption. In other words, in addition to corruption investigation, anti-corruption organizations should also macroscopically include the citizen supervision, administrative transparency, procedural justice and human-right protection. The concrete suggestions of this research are as follows: revise Ethics Power Exercise Act, raise the level of anti-corruption organization, strengthen the mechanism of coordination, and establish macro values within the society. In sum, in the combination of corruption investigation and prevention, anti-corruption will be more effective.
