Runway Reconstruction Strategies Determined by Delay Cost—Take Taiwan Taoyuan International Airport for Example

Abstract
Airport Pavement Management System (APMS) has been a useful tool for pavement management decision making. Moreover, existing APMS is capable of providing high reliable maintenance strategies by using pavement condition index (PCI) and other performance indices. Nowadays, most runway pavements in major international airports, designed for sustaining Boeing 747, are not only close to design life but also under maintenance and reconstruction (M&R) considerations. Different M&R strategies would make different levels of delay impacts on airport operations. Sometimes, M&R strategies couldn’t cooperate with airport operations, and the best strategies for pavement maintenance may have the negative effect on usual operations. Therefore, in this high oil price age, considering the delay impacts of different airport M&R strategies on airport operations becomes an important task.
This study evaluates different M&R strategies, which are applied at parallel runway airports in which only single runway is in maintenance. In addition, this study considers pavement M&R costs as well as aircraft delay costs induced by different M&R strategies and periods. The life cycle cost (LCC) of runway pavements after M&R measures is estimated based on two maintenance frequency considerations, i.e. fixed maintenance frequency and fixed PCI decreasing, and LCC of different M&R strategies are evaluated by comparing net price values (NPV) and benefit-cost ratios (B/C ratio). Taiwan Taoyuan International Airport is studied for demonstrating. The concept of taking aircraft delay cost into consideration when choosing M&R strategies is proved to be a feasible and innovative evaluation method.
