Abstract
Any meaningful political life cannot be conducted outside of certain institutional frameworks. Nevertheless, scholars have paid uneven attentions to the related issues in the development of modern Political Science. This essay addresses to the central question: “What exactly is political institutions, and how they could influence the authoritative allocation of values for a society.” It examines the nature of institutions, the characteristics of institutional systems, as well as possible changes and development to be found both at the institutional and the system levels. There is great need for further studies on institutions, and future development in this regard would not only enhance our knowledge, but also strengthen our ability in affecting the future of human societies.
