Abstract
This thesis administers bias mobilization by observing particular actors in cases how to apply endowments and bias, in an environment with limited resources ,achieving maximum of resource deriving and allotment by rational politics as well as reaching to optimum of resource utilization; thereby affecting the function and transition of the organization and system to create a more conducive environment.
On the basis of historical skeleton and relation, ,here are several chapters of research made of the process from the arrangement, forming ,function to the transition of our referendum system, as analyses of “the legislating of Taiwanese Referendum Act”,” the provisions of the ‘defensive referendum’ ”,and “a controversial issue of Taiwanese referendum law ––‘the Taiwan Solidarity Union''s anti-ECFA referendum’”. This thesis would deliberate and analyze with Taiwanese whole political, economic, social, cultural and legal structure; then observe and unveil the deficiencies and blind spots of our referendum system; when it comes to the last chapter of conclusion and propositions, changing to design faultless scheme by macroscopically observing the economic theories as well as make effective through microscopically observing the detailed standards.
