Abstract
Influenced by natural and human factors such as climate changes and global warming, the
climate seems presenting unusual phenomenon, which may cause severe flooding. Due to
growing population in Taiwan, the floodplain has been widely developed by building levees
to confine the river flow, especially near the metropolitan areas. The construction of levee
around the urban area prevents the damages from flooding. However, the levee built on the
floodplain reduces the river cross sections which may originally be large enough to allow the
passage of the flood. The water stage in the river can easily rise due to the cross section
constriction and to create dangerous situations. To construct a computer-generated world with
three-dimensional environments, the technologies of virtual reality involve real-time
computer graphics, color displays and simulation software. The three-dimensional virtual
reality (3D/VR) environments reshape the interface between people and information
technology by offering new ways for the visualization of processes, the communication of
information and the creative expression of ideas. The constructed virtual environment
containing real-world systems like buildings, bridges, landscapes, motion of the water can
represent any 3D world. By using a 3D/VR engine Virtools is employed to edit, select or
manipulate 3D models. This proposal for the study is to combine the flood inundation model
and the 3D topographical environments by using virtual reality techniques for real-time display.
