Abstract
My research explores the welfare problems of aging people and analyzes the implementation of the measures of aging people’s welfare in Taipei City mainly from the following perspectives: the change of the population structure, the aging trend of the population, the budgeting of the expenses for aging people’s welfare, the content and implementation of the measures of aging people’s welfare, and the conclusion from the questionnaire on aging people’s demands and recognition for the measures of their welfare in Taipei City. It discloses the following outcome: elderly people who are willing to work can be arranged into the market of employment; the trend of fewer children helps aging people face reality and modify their concept about retired life; health, care, and financial problems are still the central issues for aging people; there is still room for Government’s “locally aging” policy in the future; despite the huge expense on many measures of aging people’s welfare in Taipei City, aging people have little information about the useful items except the item for individual’s subsidiary allowance. For the planning of the measures of aging people’s welfare in Taipei City, the suggestions from the research can be concluded in the following: the retirement policy should be autonomous and flexible enough to activate the operation of aging people’s manpower; take the difference price be employed to implement multiple measures for aging people’s welfare and create the profit for the business of Senior citizens; unused buildings or places should be fully reused to establish the location for activity and leisure and satisfy aging people’s different needs for life; the medical science of disease prevention and health care should be strongly propagandized to create a healthy aging society; a reasonable social security system should be established to develop the economical efficiency of resources; the propaganda of the measures of aging people’s welfare should be emphasized to exactly convey the related information to those in need, implement the welfare measures, and construct the sound image of aging people’s welfare.
