Abstract
After 921 Chi-chi Earthquake occurred, government spent a lot of money and
resources for sediment disaster mitigation in the earthquake area. Because
government wish protect the residents from suffering sediment disaster again in the
shortest time, some hazard-mitigation structures was built without being assessed
carefully. For the sake of long-term safety, they still ought to be evaluated on disaster
mitigation effect of debris-flow.
In order to evaluate the structures on disaster mitigation effect of debris-flow,
this study planned to build the database of the structures, and the geological and
hydrological factors in the earthquake disaster area. Then, this study will use the
two-dimensional numerical model FLO-2D to simulate the fluid behavior of
debris-flow. Base on the results of the simulation, this study will discuss the following
four problems: (1) the effect of the hazard-mitigation structures in the selected
watershed, (2) the disaster mitigation effect of different kinds of structures, (3) the
environmental impact of different kinds of structures, and (4) the management and
maintenance problem of the hazard-mitigation structures. Finally, this study will

present a method to evaluate the structures on the debris-flow disaster mitigation
effect of debris-flow in the earthquake disaster area, and be an example of evaluation disaster mitigation effect.
