Abstract
E-Learning is a new learning solution by using Internet techniques. With the progress of e-Learning, people can learn any time, in any place, and any material they demand. Everyone should learn all the time to create his own value. According to the bibliography, and e-Learning system architechture, this study suggests the evaluation model, constructed by four dimensions: (1)system view(2) content view (3)service view (4)learning efficiency view. Besides these dimensions, this study also use the balanced scorecard (BSC) technique to evaluate the performence of e-Learning, and find a set of key performence indexes. After case study, we find several conclusions: (1)teacher's skill and personality influence e-Learning (2)role-changing of the teacher in e-Learning (3)learning scenario provides shift of learning value (4)cooperative learning helps knowledge construction. (5)student's personality influences e-Learning efficiency (6)student's information litercy influences e-Learning efficiency (7)well-designed course content can provide more e-Learning efficiency (8)web-based portfolio and good assessments are important.
